Job Description:

The post holder will team manage the LD Single Point of Access Team which triage all referrals into the Learning Disability Service. The post holder will predominantly work between the hours of Monday to Friday 09:00 17:00.

The post holder, supported by the Senior Operations Manager will be responsible for the effective operational management of the service including line management of staff, performance and financial management. They will be required to make advanced clinical decisions to support the team when triaging and progressing referrals.They will use effective leadership, change management and team building skills to monitor, evaluate and develop the service provided.

Main duties of the job

The post holder will be responsible and accountable for:

  • Promotion and sustainability of quality improvement
  • Working effectively with the directorate management team as required
  • Monitor and deliver Health performance standards
  • Agree and implement a budget plan to support the service
  • Devise and implement performance and workforce management arrangements
  • Actively contribute to the design, development and implementation of the service model and delivery specification for the service, based on evidence and best practice guidance within commissioned standards
  • Ensure compliance with commissioning standards, including response times and the delivery of or referral to appropriate care pathways
  • Ensure compliance with CQC registration and safety requirements
  • Promote a continuous service improvement ethos; managing innovation and appropriate change
  • Ensure that all staff are appropriately supervised and appraised and that opportunities for Continuous Professional Development are identified and maximised
  • Selection, appointment and retention of staff
  • Operationally manage staff attendance, sickness and annual leave
  • Prioritise own workload and the work of the service
  • Ensure safe and effective staffing levels
  • Establish and maintain a free flow of information and communication with staff, including chairing meetings e.g. governance meetings

Communication and Working Relationship Skills

  • To work collaboratively with internal/external stakeholders and safeguarding teams

Responsibility for Patient/Client Care, Treatment and Therapy

  • Promote and develop high standards of clinical care
  • Promote and support implementation of care ensuring active involvement of service users and their carers.

  • Ensure the availability of choice that meets the needs of the local population
  • Work closely with other Trust services, the voluntary statutory and independent sectors to ensure effective care planning which incorporates implementation of key success criteria for NICE guidance e.g. CPA, Preventing Suicide, Information sharing etc.

Responsibility for Policy and Service Development Implementation

  • Take a lead on specific areas of service effectiveness across the network to ensure the development of local expertise, ongoing service improvement and professional monitoring of standards.

Responsibility for Human Resources, e.g. Supervision, Training, HR Advice and Management

  • Lead and operationally manage a team of staff ensuring that they operate within Trust policies and procedures.
  • Manage the overall day to day work load with the Service Practice Leads dealing with staff and performance issues as necessary.
  • Recruit and select staff within the team according to resource requirements and ensure that new staff receive an induction programme.
  • Ensure implementation of appropriate management supervision arrangements for all staff and provide effective management and supervision to all staff.
  • Ensure that all staff receive training in accordance with their development plan and requirements for their professional registration.
  • Ensure completion of all appraisals to support staff development

Person Specification

Qualifications

Essential

  • A professional mental health qualification to degree level or equivalent

Desirable

  • Post graduate qualification relevant to specialism

Experience

Essential

  • Extensive experience of managing a busy caseload of clients with a range of mental health problems
  • Substantial experience of working at a senior clinical level
  • Working within a community mental health setting in either the statutory or voluntary sector
