Job Description:

Job Purpose

The post-holder will undertake the duties of the Chief Nursing Information Officer to include holding responsibility for the design of digital therapeutic approaches, including digital assessment, and treatment options, including the design of clinical practice change and education. The role will advise on digital care standards across mental health services.

This is a senior role leading the Clinical Solutions Programme reporting directly to the Chief Information Officer. The post holder will work in unison with the Chief Information Officer, Chief Clinical Information Officer and Enabling Digital Infrastructure Programme Director in order to successfully deliver this programme to its conclusion. Working closely with the Clinical Design Authority, New EPR Project team, EPR Operational Implementation Team and other partners and stakeholders across the Trust and Devon ICS to achieve best early and sustained practice changes supporting required improvement.

This role is driven by benefits to be delivered the operational voice defining high-quality project outputs and outcomes and driving out the full value of the benefit within the business operations through leading the preparation, adoption and exploitation of those capabilities.

This is a transformational role, working with a high degree of autonomy, at-pace, and at-scale, and requires a creative mind-set, excellent leadership skills, and an application of whole systems working.

Duties and Responsibilities

As the Clinical Solutions programme affects a wide range of business operations, an Operational Implementation team has been costed into plans to support the role and the variety of services and professional groups receiving the outputs and who will ultimately deliver the outcomes and benefits of using the capabilities.

Developing key relationships across the Trust and Devon ICS, with relevant organisations such as Livewell Southwest, Devon Primary Care, Acute Providers and other stakeholder organisations to facilitate the successful delivery of the programme.

Provide an operational perspective within project/ programme management approach, for the programme to achieve the above-mentioned outcomes.

Build an operational EPR team, within the available resources, to successfully deliver the business case and realise a smooth transition and adoption.

Assisting the Clinical Design Authority in the design and delivery of the solutions for the programme to ensure those solutions are robust and covers all the areas required for a successful go live and operational functioning.

Line manage the EPR operational implementation team to ensure delivery against agreed outcomes and the successful go live and optimisation.

Communication and Working Relationship Skills

  • Attend national, regional or local forums including deputising for the Chief Information Officer and/or Chief Clinical Information Officer as required
  • Contribute to the regional strategic direction and delivery mechanisms for operational and clinical practices by working with ICS and colleagues through regional groups and networks
  • Bring to the attention of the Chief Information Officer and/or Chief Clinical Information Officer any issues which might affect the provider collaborative performance and/or reputation.
  • The post holder will work in collaboration with the Chief Information Officer and/or Chief Clinical Information Officer and senior leaders within the provider collaborative to develop, align and keep under review outcome measures of the collaboratives strategic aims, objectives and key performance indicators
  • Provide inspirational leadership and line management to any Operational implementation team which are essential to the effective implementation of the new EPR.
  • Ensure effective collaboration and communication with each ICS leadership team.
  • Present regularly to the Digital Strategy Board and Clinical Design Authority and provide guidance and assistance relating to service development and service transformation opportunities.
  • Able to use the highest level of interpersonal and communication skills, such as would be required when communicating in hostile, antagonistic or highly emotive atmosphere (such as when mediating between providers around common approaches and functionality, with highest levels of diplomacy required).
  • Ensure the prompt management and resolution of strategic planning issues through the programme and ICS.
  • Ensure the effective engagement and involvement of clinicians, service users and carers and other stakeholders in solution development and implementation, providing particular specialist leadership as required of the Chief Nursing Information Officer.
  • Work with the Chief Information Officer and the Chief Clinical Information Officer playing a leading role in all aspects of the process of developing the implementation plan, its aims and vision in support of the operational directorates, feeding into the internal business planning cycle and the production of annual plans for adopting and exploiting the capabilities delivered - developing clear objectives and KPIs with the involvement of clinical and non-clinical colleagues at all levels of the Trust.
  • To develop robust and focused partnerships with other providers across the South West region to support the operational delivery of the One Devon Digital strategic aims.
  • Lead the development of business strategic plans in partnership with clinical leaders that meet the health needs of the local population and meet national requirements.
  • Lead on the development and delivery of performance management information capture within to support decision making and provide assurance of progress and delivery, highlighting progress against key performance indicators and delivery plans.
  • Work in partnership with clinical leaders and managers to lead the development of a change management approach to solution implementation with an emphasis on understanding whole patient pathways and the total resource deployed.
  • Work with the CCIO/CIO Group members, under the direction of the Chief Clinical Information Officer, to support partnership working with local authorities and other partners.
  • Work with the Digital Strategy Board and Clinical Design Authority to ensure alignment on all Programme key enabling projects and workstreams, e.g. EPR, Censeo, MaST, ePMA, technical, testing, reporting, training communication & engagement, benefits and transformation.
  • Supporting the Chief Information Officer to lead and contribute on developing proposals to creating positive transformation for consideration by the Programme Board, Digital Strategy Board, and Strategic Executive Committee, including horizon scanning for risks, threats and opportunities.
  • Set the strategic context and support Operational Directorates to make decisions on the management of healthcare services, which improve health care, experience and outcomes, reduce inequality and improve patient experience whilst making the best possible use of public funds.
  • Lead programmes of work ensuring successful outcomes are providing senior programme leadership and support to collaborative partners, and others, across the south west to achieve convergence of EPR use, shared records, and clinical pathways from citizen engagement to long term care and support.
  • Lead on the development and improvement of the operational component of a programme management methodology for directorates to receive and deliver successful outcomes across the ICS.
  • Lead, with the Chief Clinical Information Officer the design and delivery of the operational annual and longer-term plans in support of the organisations overall business plan in-line with the Trusts aims, objectives and values.
  • Provide strategic support to service Line Clinical Directors and Heads of Service in the delivery of assessing and refining the clinical needs-analysis and articulating the digital response.
  • Support and assist the development of improvement programmes aimed at addressing quality, performance and service redesign issues in order to support ongoing transformation and improvement.
  • Demonstrate high quality verbal and written communication and presentation skills. To present, share and convey highly complex information to a range of stakeholders that may be contentious in a sensitive and appropriate manner using a range of techniques and media. These presentations will normally be through the Trust governance structure, ICS meetings, or through one to one meetings with senior leaders at Executive Director level.

Qualifications

Essential

  • Educated to doctorate level or equivalent level of experience
  • Formal leadership and management development, evidenced by a qualification or participation in a recognised programme
  • A Nurse currently registered with the NMC maintaining the core clinical competencies to undertake the clinical duties as required by the Chief Nursing Information Officer duties.
  • An Accredited Clinical Safety Officer as per the standards DCB0129/DCB0160.

Desirable

  • Formal training in transformation methodologies including programme and project management

  • Previous experiences as a Chief Nursing Information Officer.
  • An experienced Nurse and Nurse Manager able to advise on current practice standards, impacts and changes to practice standards through the introduction of digital approaches, and able to advise on training developments needed.
  • Significant experience in working at a senior level with a wide remit
  • Experience of delivering major and sizeable strategic developments
  • Experience of strategic planning including involvement of or leadership of transformation and development of new services or capital developments
  • Experience of operational and business management, including the line management, supervision and development of senior staff
